The chapters in this volume variously challenge a number of long-standing assumptions regarding eighteenth- and nineteenth-century Japanese society, and especially that society's values, structure and hierarchy; the practical limits of state authority; and the emergence of individual and collective identity. By interrogating the concept of equality on both sides of the 1868 divide, the volume extends this discussion beyond the late-Tokugawa period into the early-Meiji and even into the present. An Epilogue examines some of the historiographical issues that form a background to this enquiry. Credit for the swift unification of Japan following the 1868 overthrow of the Tokugawa shogunate is usually given to the national leaders who instigated the coup and formed the new Meiji government. But is brilliant leadership at the top sufficient to explain how regional separatist tendencies and loyalties to the old lords were overcome in the formation of a nationally unified state? On the contrary, argues James C. Baxter. Though plans were drawn up by policy makers in Tokyo, the efforts of citizens all over the country were required to implement these plans and create a sense of national identity among local populations. Drawing on extensive archival resources, Baxter describes the transformation of the Tokugawa domain of Kaga into the Meiji prefecture of Ishikawa. The result is a richly detailed study that helps explain how Japan achieved national unity without the bloody struggles that have often accompanied modernization and nation-building.

In this pioneering study, David L. Howell looks beneath the surface structures of the Japanese state to reveal the mechanism by which markers of polity, status, and civilization came together over the divide of the Meiji Restoration of 1868. Howell illustrates how a short roster of malleable, explicitly superficial customs--hairstyle, clothing, and personal names-- served to distinguish the "civilized" realm of the Japanese from the "barbarian" realm of the Ainu in the Tokugawa era. Within the core polity, moreover, these same customs distinguished members of different social status groups from one another, such as samurai warriors from commoners, and commoners from outcasts.

This innovative study of ethics in Meiji Japan (1868-1912) explores the intense struggle to define a common morality for the emerging nation-state. In the Social Darwinist atmosphere of the time, the Japanese state sought to quell uprisings and overcome social disruptions so as to produce national unity and defend its sovereignty against Western encroachment. Morality became a crucial means to attain these aims. Moral prescriptions for re-ordering the population came from all segments of society, including Buddhist, Christian, and Confucian apologists; literary figures and artists; advocates of natural rights; anarchists; and women defending nontraditional gender roles. Each envisioned a unity grounded in its own moral perspective. It was in this tumultuous atmosphere that the academic discipline of ethics (rinrigaku) emerged--not as a value-neutral, objective form of inquiry as its practitioners claimed, but a state-sponsored program with its own agenda. After examining the broad moral space of "civilization," Richard Reitan turns to the dominant moral theories of early Meiji and the underlying epistemology that shaped and authorized them. He considers the fluidity of moral subjectivity (the constantly shifting nature of norms to which we are subject and how we apprehend, resist, or practice them) by juxtaposing rinrigaku texts with moral writings by religious apologists. By the beginning of the 1890s, moral philosophers in Japan were moving away from the empiricism and utilitarianism of the prior decade and beginning to place "spirit" at the center of ethical inquiry. This shift is explored through the works of two thinkers, Inoue Tetsujiro (1856-1944) and Nakashima Rikizo (1858-1918), the first chair of ethics at Tokyo Imperial University. Finally, Reitan takes a detailed look at the national morality movement (kokumin dotoku) and its close association with the state before concluding with an outline of some conceptual linkages between the Meiji and later periods.

This volume examines the careers and intellectual positions of three prominent Japanese "dissidents" in the later Imperial period--Minobe Tatsukichi, Sakai Toshihiko, and Saitō Takao--as individual responses to the new forms of authority that appeared after the Meiji Restoration of 1868. The principles to which each adhered--the rule of law, socialist egalitarianism, and representative government--contributed to the new ideas about authority and the individual in post-Restoration Japan. They also remain fundamental (at least in theory) in today's Japanese polity and society. The study reaffirms the serious limitations of the pre-war Japanese political system, its structural and institutional problems, and deep-rooted ambivalence about democratic change.

Throughout the history of modern Japan there has been a continuous struggle to create an integrated conception of how a politically and/or culturally autonomous Japan might relate to a pluralistic and interactive world. The aim of this study is to scrutinise nationalist and internationalist rhetoric by means of comparatively constant factors such as personal views of humanity, civilisation, progress, the nation and the outside world, and thus to develop new approaches towards the question of the relationship between Japanese nationalism and internationalism. This project brings together a group of comparatively young scholars who analyse how different generations of opinion leaders in the Japanese pre-war modern era tried to solve what they perceived as the dilemma of nationalism and internationalism.

In Samurai to Soldier, D. Colin Jaundrill rewrites the military history of nineteenth-century Japan. In fifty years spanning the collapse of the Tokugawa shogunate and the rise of the Meiji nation-state, conscripts supplanted warriors as Japan's principal arms-bearers. The most common version of this story suggests that the Meiji institution of compulsory military service was the foundation of Japan's efforts to save itself from the imperial ambitions of the West and set the country on the path to great power status. Jaundrill argues, to the contrary, that the conscript army of the Meiji period was the culmination--and not the beginning--of a long process of experimentation with military organization and technology. Jaundrill traces the radical changes to Japanese military institutions, as well as the on-field consequences of military reforms in his accounts of the Boshin War (1868-1869) and the Satsuma Rebellions of 1877. He shows how pre-1868 developments laid the foundations for the army that would secure Japan's Asian empire.

Scholars of modern Japan agree that education played a crucial role in that country's rapid modernization during the Meiji period (1868-1912). With few exceptions, however, Western approaches to the subject treat education as an instrument of change controlled by the Meiji political and intellectual elite. Principle, Praxis, and the Politics of Educational Reform in Meiji Japan offers a corrective to this view. By introducing primary source materials (including teaching manuals, educational periodicals, and primary school textbooks) missing from most English-language works, Mark Lincicome examines an early case of resistance to government control that developed within the community of professional educators. He focuses on what began, in 1872, as an attempt by the newly established Ministry of Education to train a corps of professional teachers that could "civilize and enlighten" the masses in compulsory primary schools. Through the Tokyo Normal School and other new teacher training schools sponsored by the government, the ministry began what it thought was a straightforward "technology transfer" of the latest teaching methods and materials from the United States and Europe. Little did the ministry realize that it was planting the seeds of broader reform that would challenge not only its underlying doctrine of education, but its very authority over education. The reform movement centered around efforts to explicate and disseminate the doctrine of kaihatsushugi (developmental education). Hailed as a modern, scientific approach to child education, it rejected rote memorization and passive learning, elements of the so-called method of "pouring in" (chunyu) knowledge practiced during thepreceding Tokugawa period, and sought instead to cultivate the unique, innate abilities of each child. Orthodox ideas of "education", "knowledge", and the process by which children learn were challenged. The position and responsibilities of the teacher were enhanced, consequently providing educators with a claim to professional authority and autonomy - at a time when the Meiji state was attempting to control every facet of the Japanese school system. Principle, Praxis, and the Politics of Educational Reform in Meiji Japan analyzes a key element to understanding Meiji development and modern Japan as a whole.
